Introduction
Services for all non-medical caregiving activities are given strictly in accord with the relevant state and local laws. In accordance with the California Home Care Services Consumer Protection Act (HSC §1796.10-1796.70), services are specifically restricted to Activities of Daily Living (ADLs) such as bathing, dressing, mobility assistance, meal preparation, and reminders regarding medication. Professional licensure medical services, including, but not limited to, wound care, injections, catheterization, or any clinical procedure, are specifically exempted from the scope of practice. Mandatory client evaluations are performed before initiating services to assess personal needs and coordinate proper care planning.

Binding Service Agreement Requirements
Client relationships are put into effect by a comprehensive agreement with certain terms and conditions. The Minimum Service Term involves an initial 30-day commitment after which the contract automatically reverts to a month-to-month situation. Early termination prior to the end of the initial period carries fees equal to 50% of the contract balance remaining, limited to two weeks’ service cost.
Cancellation Provisions allow 14-day written cancellation with prorated refunds of prepaid services minus fair administrative charges, as per CA Civil Code §1689.7. For disputes, the agreement enforces Alternative Dispute Resolution (ADR), starting with mediation via ADR Services, Inc. (Los Angeles office). Failing mediation, binding arbitration takes effect under the JAMS Streamlined Rules. Clients specifically waive class action rights pursuant to CA Code of Civil Procedure §1281.97 and agree to handle claims on an individual basis.

Caregiver Qualifications & Supervision
Caregivers are held to high standards in excess of state requirements. Certification & Registration includes current registration on the CA Home Care Aide Registry (as per HSC §1796.45), annual clearance of TB, health screenings, and current CPR/First Aid certification from qualified organizations such as the American Red Cross.
Background Checks consist of Live Scan fingerprinting (CA Penal Code §11105.3) and ongoing monitoring of the National Sex Offender Registry, Elder Abuse Central Index, and professional license sanctions to maintain ongoing eligibility.
Training Requirements include an 80-hour initial course (twice the state requirement of 40 hours), augmented by monthly in-service training in dementia care, fall prevention, cultural competency, and emergency response. This keeps caregivers current on best practices and regulatory updates.
Privacy & Data Security Policies
Every piece of health information is covered under a robust HIPAA Compliance Program with oversight by a respective Privacy Officer. The program imposes strict safeguards against Protected Health Information (PHI) through PHI encryption electronically, utilizing the AES-256 level, which represents the most comprehensive commercially available standard. Physical documentation is securely disposed of through NAID-certified shredding solutions, ensuring support for federal and state document disposal standards. Upon the occurrence of a data breach, procedures that follow CA Civil Code §1798.82 require notification to the people affected and the regulatory agencies within 15 days after detection.

Consumer Data Practices
Operations comply with the California Consumer Privacy Act (CCPA) and California Privacy Rights Act (CPRA). An annual data mapping exercise records the types of personal information being gathered, including details on third-party data sharing with payment processors, analytics providers, and other service partners. Financial records are kept for 7 years to satisfy legal and regulatory requirements.
The Cookie Policy mandates explicit opt-in consent for certain data practices, such as Google Analytics tracking, chatbot conversation logging, and targeted advertising. This provides transparency and compliance with CCPA/CPRA consumer control over data collection requirements. Clients can change preferences at any time using their account portal, with changes implemented prospectively.

Accessibility Standards
The organization adheres to federal and state accessibility standards to guarantee equal access to services. As per ADA Title III, the firm’s website is WCAG 2.1 AA compliant, incorporating functionality such as screen reader support, keyboard navigation, and image alt-text. Third-party experts undertake regular accessibility audits to stay in compliance and respond to new digital accessibility requirements.
For in-person service, CA Civil Code §54.2 is strictly adhered to for service animal accommodations. Disabled clients may be accompanied by service animals within all facilities and on home visits, with personnel trained to identify legitimate service animals according to state and federal definitions. No advance notice or documentation is needed, and questions are restricted to identification of the animal’s trained task(s) according to legal guidelines.
